Impaired Driver Care Management Program
Blue Heron Neurofeedback and Counseling services is a New Hampshire approved Impaired Driver Care Management provider. Through this service we assist individuals in meeting the states criteria to regain their New Hampshire drivers license following a DWI charge. What is the Impaired Driver Care Management Program (IDCMP)?

The Impaired Driver Care Management Program (IDCMP) serves to provide intake, assessments, counseling if necessary, and an Impaired Driver Education Class, to individuals who are seeking services as a result of a violation related to operating/driving while under the influence.
Impaired Driver Education classes are held on weekends out of convenience for individuals needing to complete the requirements of the program. Individuals can expect to satisfy state requirements by completing Blue Heron Neurofeedback and Counseling’s Impaired Driver Education Program in order to reestablish driving privileges.
Impaired Driver Care Management Program supports individuals in the process of navigating the system to regain driving privileges. In New Hampshire, residents convicted of an impaired driving offense are required to attend and participate in a state-approved Impaired Driver Care Management Program (IDCMP). At the IDCMP, screening and evaluation will determine if there is a substance use disorder and if participation in treatment, substance abuse counseling, education and/or recovery support services is indicated.
First Convictions
Individuals with a first conviction will need to be screened within 14 days of the conviction date. Clients should call within three (3) days of their conviction to ensure that their screening can be scheduled within the 14-day timeframe. The screening will determine if there is a possibility of a substance use disorder. If there is a positive finding for the possibility of a substance use disorder, the client will need an evaluation conducted by the IDCMP within 30 days of their conviction date. If the evaluation yields a positive finding, a service plan, which may include treatment and recovery support services, will be developed. The client will also be required to successfully complete an approved 20-hour Impaired Driver Education Program (IDEP). If the evaluation or screening findings are negative for a substance use disorder, the client will only be required to successfully complete an approved 20-hour Impaired Driver Education Program (IDEP).
Aggravated, Second or Subsequent Offenses
For an individual who is convicted of an aggravated, second, or subsequent offense, the client will need to call the IDCMP within three (3) days of release from HOC to schedule an intake to ensure their court-ordered time frames can be accommodated. Following an intake, the client will need to schedule an evaluation within 30 days of release from House of Corrections (HOC). The evaluation then must be conducted within 60 days of release from HOC. All persons convicted of an aggravated, second, or subsequent offense will have a service plan developed, which may include treatment, education, and recovery support services. If the client can provide proof of having completed an approved 20-hour Impaired Driver Education Program (IDEP) within the past five years of their intake date, they will not be required to complete another IDEP. Clients will need to retake IDEP if more than five years has elapsed since they last completed an IDEP.
Blue Heron Neurofeedback and Counseling’s IDCMP is a NH Bureau of Drug and Alcohol Services (BDAS) approved program.
